Design hooks

Hooks can run the Impeccable detector after UI file edits so findings appear while the change is still fresh.

Use ignore-rule, ignore-file, or ignore-value only for narrow, intentional exceptions. Use reset to remove the project's hook configuration and return to defaults.

Hook availability and approval behavior depend on the coding harness. If automatic hooks are unavailable, run the Detector CLI once after the UI change.
